SANTA CRUZ, Santa Cruz County — October 22, 2026. The City of Santa Cruz has shifted building permit submissions into its online Access Santa Cruz system. The city’s portal guidance states that as of October 7, 2026, all permit and plan submissions must be made online. Applicants who began older cases may have a separate legacy process.
Who needs an account?
The city advises property owners, contractors, designers, project managers and others who need to see or manage permits and inspections to register. The platform accepts new applications, revisions and resubmittals and allows people to monitor permit status. Account registration includes an identity verification step.
What if a permit started before October 7?
The city distinguishes legacy permits that started before the online-only transition. Depending on the case, an applicant may need to visit the permit counter to submit additional information. Someone with an existing application should confirm the correct workflow instead of starting an entirely new duplicate case.
What about accessory dwelling units?
Santa Cruz’s Building & Safety page describes an ADU pre-approved plans program intended to streamline review of qualifying detached units, but says its public list of pre-approved ADU plans is coming soon and none are pre-approved yet. Residents should not treat an advertised off-the-shelf drawing as city-approved. Even when a qualifying plan becomes available, a property-specific site plan, utility layout and other documentation remain necessary.
The 2026 code cycle
The city says building permit applications made from January 1, 2026 must comply with the 2025 California Building Standards Code, as adopted locally. Applicants should check with Planning and Building & Safety on ADU zoning and coastal issues before ordering plans or beginning excavation.
Practical steps
- Confirm the address is within City of Santa Cruz jurisdiction.
- Register every person who needs online access to the permit.
- Ask whether an older file is a legacy case.
- For an ADU, check land-use constraints and coastal requirements before selecting a design.
- Track plan corrections, approval and inspections inside the city portal.
The city lists AccessSantaCruz@santacruzca.gov for portal assistance and Planning at 831-420-5416 for ADU questions. Send verified local permit issues to Santa Cruz News.
